Quality of online courses, Learning objects and learning processes have included basic elements: 1) clear elements of educational goals, 2) the institutional commitment to support learners, 3) collaborative learning process and 4) improving the learning and teaching environment. New collaborative working and communication tools like Web 2.0 gives new possibilities for learners to create knowledge and content. Are the quality demands the same or who will define the quality in the do-it-yourself media?

Questions of quality and standards in learning are beeing explored throughout the world. Why? The Bologna process is focusing on quality. The use of ICT increase online teaching. When we discuss quality and quality standards, from whose point of view? We have a new learning culture that need a new definition of quality. It is a matter of e-quality of learning.
